Before you proceed
- Use current Victorian guidance, not an old category description.
- Check the activity and any stated exceptions.
- Agree who performs the work and the written scope.
Which change does this update cover?
Victoria Police explains that all private-security activities became licensed activities from 19 June 2025 and lists investigator among those activities. It also describes the transition from registrations and changes to the previous activity categories. This is an update about Victoria, not an Australia-wide change.
Why should clients check the precise activity?
Broad summaries can omit exceptions. For example, Victoria Police expressly states that the dual-licence requirement described for independent contractors and sole traders does not apply to private investigators. Do not apply a rule for another security activity to an investigator without checking the regulator’s current guidance.
What should you ask the provider?
Ask for the relevant business and investigator details, the authority for the proposed work and who is responsible for delivery. Explain the location, activity and intended use of the findings. Availability, travel, reporting and fees should still be set out in a written scope. A licensing reference does not establish that a particular booking has been accepted.
Where can you confirm current information?
Use the linked Victoria Police pages for current licensing and application information. Their requirements may be revised after this article’s review date. Ask the regulator about licence-category questions and your solicitor about legal issues specific to your matter.
